人民性是马克思主义的本质属性，是衡量中国共产党执政能力及国家制度、政策现代化的重要标准。从中国共产党革命和建设的历史、马克思主义唯物史观中国化发展的理论及全面建设社会主义现代化国家的实践分析，人民性与体育强国建设密不可分，且具有相互促进和关联的内在逻辑。人民性作为中国式现代化体育强国建设的鲜明底色，以人民为中心的体育强国建设理念体现人民情怀，以人民的体育需求为导向完善制度立足人民立场，以人民为基础建立体育组织体系树立人民主体，以体育促进人民幸福作为奋斗目标，以人民对体育的满意度为衡量标准接受人民检验，体现体育强国建设的本质属性和价值。未来，应以守正创新的原则，以人民性特征从理论建设、制度建设、工程建设、价值建设等方面，拓展体育强国建设的实践路径。

The people character is the essential attribute of Marxism and an important standard to measure the ruling ability of the CPC and the modernization of national systems and policies. From the history of the revolution and construction of the CPC,the theory development of Marxist historical materialism in China,and the practice of building a socialist modern country in an all-round way,the people character is inseparable from the construction of a sports power,and has an internal logic of mutual promotion and correlation. The people character is the distinctive background of the construction of a modern sports power in Chinese modernization. The people centered concept of building a sports power reflects the people's feelings;the people's sports needs guide the improvement of the system;based on the people's position,the people as the main body centered sports organization system is established;the goal of the devotion is to promote people's happiness through sports;the people's satisfaction with sports is the standard to be tested by the people,which reflect the essential attribute and value of building a sports power. In the future,we should follow the principle of integrity and innovation to expand the practical path of building a sports power from the aspects of theory construction,system construction,project construction and value construction by the characteristic of people character.
