西方国家在公共服务改革中发现:服务效率的提升并未带来公众满意度和对政府信任感的增加。在此背景下,公共价值管理范式逐渐形成,并在英美等国家的改革中得到认可,其实践价值和理论优势日益显现。公共价值是超越公共产品和服务的更广泛的范畴,注重产出,更注重以公众的主观需要和感受为依据创造公共价值,克服信任与合法化危机。以公共价值管理范式为导向,笔者认为我国公共体育服务虽然提出实现均等化的发展目标,但仍需明确均等化只是进程的一部分,促进服务网络的公平、民主、信任才是最终目标。分析公共价值在公共体育服务中的表现,并针对我国公共体育服务如何创造公共价值提出价值重构、网络化治理、政治协调以及信息共享的建议,从挖掘公共价值内涵、政府绩效管理和公共体育服务网络管理3方面提出未来研究的方向。
Abstract:It is found that to promote the efficiency of service did not bring increase of the public satisfaction and the sense of trust to government in public service in Western countries.Under this background,the public value management paradigm was gradually formed,and it was recognized in the reform of such as Britain and the United States and showed its practical value and theoretical advantages.Public value is beyond of public product and service,paying more attention to the output and creating public value on the basis of the subjective need and feelings of public and to overcome the trust and legitima cy crisis.The author thinks that although it is proposed the equalization as development goals of public sports service in China,but we still need to clear that equalization is only part of the process,promoting the service network of fair,democracy,trust is the ultimate goal.This paper analyzed the performance of public value in public sports service,and gave proposals on how to create public value by means of value reconstruction,network governance,political coordination and information sharing.Finally,it proposed the future research of mining public value connotation,government performance management of public sports service and network management.
