户外运动产业高质量发展，是推动体育产业成为国民经济支柱、加快经济社会全面绿色转型的重要抓手。运用文献资料、实地调研等方法，从创新生态系统理论的宏观、中观、微观视角剖析发达国家户外运动产业发展的国际经验，并结合我国困境提出本土化方案。发达国家户外运动产业发展主要得益于国家创新生态系统层面的政策引导与基金支持，产业创新生态系统层面的协同合作与人才培养体系，企业创新生态系统层面的数字化转型与新兴技术应用。我国户外运动产业起步较晚，高质量发展进程中面临自然资源开放不足、政策体系不健全、产业协同机制与人才培养欠缺、企业数字化转型成本过高与数据驱动有限的现实障碍，需要着力完善政策供给体系，拓宽基金拨款渠道；搭建跨部门协同机制，优化人才培养机制；加快数字化转型升级，重视新兴技术应用等。
Abstract：The high-quality development of outdoor recreation sport industry is an important starting point to promote the sports industry to become the pillar of the national economy and accelerate the comprehensive green transformation of the economy and society. By using literature review and field investigation,this paper analyzed the international experience of the development of outdoor recreation sport industry in developed countries from the macro,meso and micro perspectives of innovation ecosystem theory,and puts forward the localization scheme in combination with China's dilemma. The development of outdoor recreation sport industry in developed countries mainly benefits from the policy guidance and fund support at the level of national innovation ecosystem,the cooperation and talent training system at the level of industrial innovation ecosystem,and the digital transformation and emerging technology application at the level of enterprise innovation ecosystem. China's outdoor recreation sport industry started late. In the process of high-quality development,it faces the practical obstacles of insufficient opening of natural resources,imperfect policy system,lack of industrial coordination mechanism and talent training,high cost of digital transformation of enterprises and limited data driving. In view of the above,it is necessary to improve the policy supply system and broaden the fund allocation channels,to build a cross-departmental coordination mechanism and optimize the talent training mechanism,to accelerate digital transformation and upgrading,and attach importance to the application of emerging technologies.
