数字赋能更高水平全民健身公共服务体系建设，是顺应数字时代发展趋势、满足人民高品质生活期待、促进服务提质增效的关键举措。以更高水平全民健身公共服务体系建设目标为导向，提炼数字赋能的内在逻辑，具体归纳为需求精准识别促进更高水平的供需动态平衡，产品个性化定制实现更加可及的服务全民共享，资源优化配置促使更加均衡的服务全域覆盖，数字化互联空间打造更加便捷的新型服务载体，多主体网络互嵌构成更高效率的部门协同供给。立足数字赋能的地方应用实践，分析需求识别的数据失真、个性化服务的技术障碍、资源调配的数字鸿沟、空间改造的表面数字化、部门协同的低效能等现实短板。优化居民健身需求数据采集的流程与范围，加强数据深度分析与应用；加强全民健身公共服务个性化定制的技术研发，重点提升服务感知易用性；扩大落后地区数字体育基础设施规模，引导全民健身优质资源向农村流动；研制体育场馆数字化建设的行业标准，提升场馆服务便捷化体验；提高数字化服务平台的资源整合能力，构建多主体业务协同机制。

Digital empowering the construction of higher-level public service system for national fitness is a key measure to comply with the development trend of the digital era,meet people's expectations for high-quality life,and promote service quality and efficiency. This article is guided by the goal of building a higher-level public service system for national fitness,refining the internal logic of digital empowerment.Specifically,it can be summarized as accurate identification of demand promotes a higher-level of dynamic equilibrium between supply and demand,personalized customization of products enables more accessible services to be shared by the whole people,optimal allocation of resources promotes more balanced service coverage across the whole region,digital internet space creates a more convenient new service carrier,and multi-agent networks are embedded to form a more efficient collaborative supply of departments.Based on the local application practice of digital empowerment, this article analyzes the practical shortcomings of data distortion in demand identification,technical barriers to personalized services,digital divide in resource allocation,surface digitization in spatial transformation, and low efficiency in departmental collaboration. Optimize the process and scope of data collection for residents' fitness needs,strengthen deep data analysis and application;Strengthen the technological research and development of personalized customization of public services for national fitness,with a focus on improving service perception and usability;Expand the scale of digital sports infrastructure in underdeveloped areas,and guide the flow of high-quality resources for national fitness to rural areas;Develop industry standards for digital construction of sports venues,and enhance the convenient experience of venue services;Improve the resource integration capability of digital service platforms and build a multi-agent business collaboration mechanism.
