新时期，高校体育发展政策体系的持续健全，有效保障了学校体育的全方位改革与优化布局，并为实现体育高质量发展、培育全面发展的时代新人构筑了坚实保障。基于历史制度主义视角，系统梳理改革开放以来高校体育发展政策的演进脉络，并围绕发展重心转换、发展任务提升、发展方式转型和发展动力升级4个维度，深度阐释政策的实践转向。高校体育发展政策的有效落地将面临政策执行力衰减、体育角色“双重”边缘化、体育部门发展中的传统惯习及数字体育要素布局乏力的现实困境。建议完善高校体育政策顶层设计，增强政策执行效力；注重高校体育与“四育”及内部间的协同，提升政策落实效率；激活高校体育部门内生性发展，营造政策扎根新环境；加快高校数字体育要素嵌入，提升政策实施实效。

In the new era,the continuous improvement of the policy system for college sports has effectively guaranteed the all-round reform and optimized layout of school sports,and has built a solid foundation for achieving high-quality development in sports and cultivating well-rounded talents of the times. Based on the theoretical of historical institutionalism,this paper systematically reviewed the evolution process of sports development policies in universities since the reform and opening,and deeply elaborated the practical shift of sports policies from development focus shift,tasks enhancement,model transformation,and impetus upgrading. The study believes that the effective implementation of college sports development policies will be confronted with practical problems such as the decline in policy execution effectiveness,the “dual” marginalization of the role of sports,traditional habits in the development of sports departments,and the lack of strength in the layout of digital sports elements. It is suggested that the advancement path be designed from four aspects:improving the top-level design of policies,enhancing policy execution effectiveness;emphasizing the synergy between sports and the “four educations” and within the internal system,improving policy implementation efficiency;activating the internal development of sports departments,creating a new environment for policy implementation;accelerating the embedding of digital sports elements,and enhancing the effectiveness of policy implementation.
