为提高全国足球发展重点城市建设水平、推动城市青少年足球人才的规模化成长，采用文献资料法，探讨全国足球发展重点城市青训差异化推进策略。城市足球青训差异化发展本质上是依托城市足球青训资源禀赋的区域创新发展，对优化城市青训资源配置、发挥“以点带面”创新示范作用有重要价值。目前，16个全国足球发展重点城市在青训管理体系、选材与训练体系、竞赛与保障体系等方面开展了创新探索，但存在战略发展规划缺失、青训机制创新风险较大、市场主体动能释放不足、经费资源保障渠道单一等问题，阻碍重点城市进一步利用地方优势打造特色鲜明的足球青训体系。未来，全国足球发展重点城市应把握国家政策支持和地方政府注意力聚焦的窗口机遇，从制定青训战略规划、部门协同创新青训机制、激发市场主体活力、优化青训评价方式等方面推进城市足球青训差异化发展。

In order to enhance the construction level of key cities for national football development and promote the scaled growth of urban youth football talent,the method of literature review was used to explore the differentiated promotion strategies for youth training in key cities for national football development. The differentiated development of urban football youth training is inherently based on the regional innovative development supported by the endowment of urban football training resources,which holds significant value for optimizing the allocation of urban training resources and exerting the innovative demonstration effect of“ focusing on key points to drive overall development.” Currently,the 16 key cities for national football development have initiated innovative explorations in areas such as the management system for youth training,the system for talent selection and training,and the system for competitions and guarantee. However,there exist problems such as the lack of strategic development planning,significant risks associated with innovation in training mechanisms,insufficient release of market entity dynamics,and a single channel for financial resource guarantees. These issues hinder the further utilization of local advantages by key cities to create a distinctive football youth training system. In the future,key football cities should utilize national policies,create youth training strategies,coordinate training innovation,boost market involvement,and refine evaluation methods to enhance differentiated development in urban youth football training.
