天津体育学院学报

通过文献资料法、逻辑分析法对我国社区体育治理进行研究。十八大以来,我国在社区体育治理领域取得诸多成就,主要表现为组织体系不断完善,社区治理能力显著增加;制度体系改革不断深入,社区体育治理环境逐步优化;运行体系逐步畅通,社区体育服务水平明显提升;保障体系不断加强,社区体育特色逐步形成;评价体系不断完善,社区体育治理效能不断提高。但是,依然面临多元主体治理能力没有得到充分发挥,治理过程没有真正实现社会协同,联动治理不够,投入、人才、法规保障不力,社区体育治理评价尚存诸多不足等问题。未来需坚持提升多元主体治理能力,完善社区体育治理架构;加快体制机制改革,加强资源整合,不断推进社区联动治理;创新运行平台,优化运行流程,提升社区体育治理运行效果;以法制建设为切入点,不断完善社区体育治理保障体系;丰富评价主体,创新评价指标,不断完善评价体系。

Through the methods of literature review and logical analysis,this paper studied the governance of community sports in China. Since the 18 th CPC National Congress,China has made such achievements in the field of community sports governance as the improved organizational system,enhanced community governance capacity and community sports governance environment as well as getting operating mechanism smoother,community sports service level heightened,security system strengthened. And the new characteristics of community sports are gradually formed with the improvement of its evaluation system and community sports governance efficiency. However,there still lie some problems. As the subjects,Communities' governance ability has not yet been fully developed;it lacks in good social coordination in the process of governance;community sports related investment,talents,laws and regulations are not well in place;and still there is much place left to improve in the evaluation of community sports governance. Goals can established in the future reform:to enhance the governance capacity of communities as subjects,to improve community sports governance framework;to further reform related systems and mechanisms,to strengthen the integration of resources and community linkage governance;to innovate the operation platform,optimize the operation process,and enlarge the operation effect of community sports governance;to constantly improve the community sports governance security system on the basis of legal construction;to enrich the evaluation subjects,innovate evaluation indicators and improve the evaluation system by strengthening cooperation between the governments and the universities.
