北京冬奥会是我国重要历史节点的重大标志性活动,对促进京张地区经济发展具有重要意义。采用投入产出法,构建2022年冬奥会对京张地区经济影响的模型,分析冬奥会对京张地区经济影响的规模、对GDP的贡献和对相关产业的拉动作用。2022年冬奥会对京张地区经济影响的总体规模达到3 574.01亿元,对北京和张家口GDP年平均贡献率分别为0.28%和5.58%,拉动建筑业、制造业等相关行业发展;对京张地区经济的影响程度存在显著差异,对张家口的影响程度远高于北京;区域经济联动效应强,使得北京和张家口在经济领域的合作得到加强;带动京张地区居民消费,促进经济增长驱动模式升级,同时,加速落后产能的清退,促进科技发展,引领区域经济提质增效。北京和张家口应把握冬奥机遇,以冬奥会筹办工作助力经济恢复,加速张家口经济提档升级,促进北京非首都职能产业的疏解和转移。与此同时,应注意规避奥运经济低谷效应,预防冬奥会可能给主办城市带来的负面影响。
Abstract：The Olympic Winter Games Beijing 2022 is an important landmark event of China's momentous historical node,it has significant value to promote the regional economy of Beijing and Zhangjiakou. By using the Input-Output model,we conducted a model for analyzing the economic impact of Beijing 2022 on Beijing-Zhangjiakou region,and analyzed the economic impact scale,the contribution to GDP and stimulation effects on relevant industries.The total economy impact of Beijing 2022 on Beijing and Zhangjiakou reached 357.401 billion RMB,the average contribution rate of both cities' GDP would be 0.28% and 5.58%,stimulate the growth of construction,manufacture and other relevant industries. The outputs of economic impact differ by region,the impact of Beijing 2022 on Zhangjiakou is deeper than Beijing. Beijing 2022 promotes regional synergetic development,due to the Games stimulation,Beijing and Zhangjiakou generated more business cooperation opportunities. The Olympic Winter Games stimulate household consumption of Beijing-Zhangjiakou region,change the patterns which drive the economic growth,and also,the Games accelerate the elimination of backward production capacity,promote the development of technology,therefore improve the quality and efficiency of regional economy. Beijing and Zhangjiakou should take advantage of hosting the Olympic Winter Games,stimulate regional economy,promote the development of Zhangjiakou's economy,accelerate the relocation of industries which are non-capital functions from Beijing. In addition,Beijing and Zhangjiakou need to avoid the valley effect of Olympic Games,prevent the potential negative impact of the Games on host cities.
